In 2007, Gartner, Inc. initiated a comprehensive study analyzing Romania’s suitability as an offshore, outsourcing location.  Their findings revealed that “Romania’s key strength is its availability of skilled IT services labor pools at competitive low costs”.  In addition, it states that because of Romania’s, “multiple language capabilities, qualified IT workforce and proximity to European markets and culture,” they are well positioned as a location for IT outsourcing growth.
